Meredith Burkart is the Senior Director for Government Affairs and Public Policy at Halcyon, and a Deputy Director of the Halcyon Ransomware Research Center. She pursues public policy solutions to stop ransomware and protect cybercrime victims. As a flagship member of the Ransomware Research Center, she is building a global hub of practical intelligence reports, researched policy solutions, and reliable consensus building towards a holistic, whole-of-society approach to defeat ransomware threats.
Ms. Burkart previously served as the FBI Chief of Cyber Policy, leading a team of policy analysts and project managers to develop and coordinate the Bureau's internal, federal, state, local, and international cyber policy work. She was also the first Director of Operations and Incident Response at the Office of the National Cyber Director (ONCD). As one of its first members, she helped establish ONCD in the Executive Office of the President. Prior to this experience, she was a policy analyst and intelligence analyst for FBI Cyber. FBI and ONCD both awarded her the Medal of Excellence for her service. She also teaches cyber intelligence as an adjunct professor at Georgetown University.
