Florian Pennings joined the European Union Agency (ENISA), in September 2024 as Associate Chief Cybersecurity and Operational Officer (COO) to help the Agency achieve further impact, further develop its network, and assist in the implementation of the Single Programming Document focusing actively on its stakeholders within the existing statutory bodies such as the ECCG, SCCG and ECCC Governance Board. Before joining the Agency, he worked as Director for EU Cybersecurity Policy at Microsoft, in national and European government cyber and security agencies. He strategically coordinates impactful cooperation between industry and public stakeholders, supports the Agency concerning its public engagement and communication, and coordinates the Agency’s activities regarding the new mandate.
The Cybersecurity Act 2.0, currently under negotiation in EU institutions, would significantly expand ENISA's mandate. If adopted, it would deepen the Agency's role in cyber resilience, reform the EU Cybersecurity Certification Framework and introduce a range of new operational responsibilities. Taken together, these changes would fundamentally reshape how ENISA engages with Member States, EU institutions and industry. This fireside chat brings together ENISA's Associate Director for Cybersecurity Operations Florian Pennings and Intel's Managing Director for EMEA Government Affairs Riccardo Masucci to reflect on how ENISA is preparing for the road ahead and what these changes mean for the future of European cybersecurity.
