Dan Cimpean is the Director of the Romanian National Cyber Security Directorate (DNSC). He was first appointed by Romanian Prime Minister Ludovic ORBAN as General Director of CERT-RO in 2020, with the mandate to transform it into what is now DNSC—a national authority responsible for civilian cyberspace. Dan is also a member of the ENISA Management Board, the Governing Board of the European Cybersecurity Industrial, Technology and Research Competence Centre (ECCC), and Chairman of the EU CEF Telecom Cybersecurity Programme Governance Board. Before joining the Romanian government, Dan had a career in consulting, serving as a Partner in Cyber Risk, Risk Advisory at Deloitte Belgium for 18 years. In that role, he specialised in EU-level cyber policy and critical infrastructures, leading cyber engagements for ENISA, the European Commission, EU agencies, national government CSIRTs, and National Competent Authorities (NCAs). Dan holds degrees from Mihai Viteazul Ploiești and the University of Bucharest.
This session focuses ongoing efforts to clarify, align and harmonise the European Union’s cybersecurity regulatory landscape. It discusses challenges stemming from variations in Member States’ implementation and transposition of EU regulations and directives, such as the NIS 2 Directive, as well as the complexities of cross-border cooperation in cybersecurity.
